It is much harder to disguise a completely self-serving nature when you must live and interact daily in the community you serve, the same place where you must maintain the reputation of yourself and your family. …
However, when you start claiming to represent the interests of the people at a national level or, God forbid, a global level, the accountability is often just not there, and the personal rewards of corruption are just too tempting.
In short, keep government small and local except for the obvious necessities like national defense, foreign diplomacy, etc.
