Sounds like a never-Trumper Republican, one of the PC crew on the right. They live in the PC fantasy world. Could account for the schizoid nature of the White House though, which often shows deep-state/PC influences.
People Trump hired are trying to override his agenda with that of Jeb Bush and John McCain.
Yes, Trump is mercurial and light on policy detail, and given to saying outrageous things. Just listen to his campaign speeches; it’s hardly a secret.
