[T]he attacks in Paris in January and November 2015 represented a clear shift in the intent and capability of jihadist terrorists to “inflict mass casualties on urban populations designed to induce a high state of well-publicised terror.”

Only 67 people were arrested for left wing and anarchism terrorism offences, while those considered right-wing terrorist offences decreased from 34 in 2014, to 11 in 2015.
